Prints have bumps and strands

Hello, I have an ender 3 printer and am using HTPLA filament. I am also using cura as a slicer. On all of my prints it is leaving small bumps and sometimes strands sticking out of the print. They break off easily most of the time but you can tell they had been there. I have been printing at 200 degrees Celsius as that has seemed to work best. I’ve tried troubleshooting this issue with no luck

Try 215-220º first layer, then drop it to 210-215º for the rest of the print. Bed at 60º

No bumps this time but had lots of strands, some of them were pretty thick. Printed at 215 and then switched to 210 cause there were lots of stringy bits.
