Exclamation print lines not uniform thickness

    I am using

    1mm nozzle
    Bowden extruder
    curaengine 4.6.1 or slic3r
    1.75 mm filament
    Marlin 2.0 bug fix firmware

my problem is that when laying a line I get anywhere from a normal line thickness to a string. This is especially true when the printer z-hops.
At times the filament stepper seems to stop feeding filament. If I back the filament almost all the way out of the Bowden and then run the part again the filament extruder does not hesitate. In this case I get what seems a constant feed of filament. This leads me to think there is a problem with a setting in the firmware.
Does anyone have any thoughts on how to solve this issue?
