Smile 3d print modeling a head from a photo

I've had my Ender 3 printer for about a month now. One of the reasons I got it was to create a replica of some t.v. character heads to put on mannequin bodies. I'm looking for the best/easiest to use software to accomplish this task. I only have some on line photos to work from so scanning is not an option. I have some time to dedicate to this project right now and I'm willing to put in the effort to learn as I go. Any suggestions would be most appreciated.

    Thank you.
