The best one is the one that suits your needs best.

Here have another updated list of 3D programs:

Top 10 Best 3D modeling & Design software Tools for beginner and professional Graphic Designers : Free and Paid|XP-PEN

Most of them has only trial period , but some of them are free . all of them are good 3d modeling software .

I personally use Maya , but it’s super expensive. Maya with its navigation in viewport and great support for drawing tablet suited me perfectly. I like the “feel” of maya´s navigation and workflow, it´s really natural (at least for me) when using XP-Pen Artist 22R Pro screen drawing tablet with it.

The other freeware is Blender, This one is not such easy to learn but a very good 3D modelling program.
Will take some time to learn but a lot of tutorials on YT will help you ahead.

There is a community edition of Solidedge that is free for non-commercial use. It is awesome. Don't make the mistake of trying to use the 3D print portion of the user interface to save .stl files though (models will import *really* small into your slicer. Instead, use the file save-as capability and save as an .stl file. There is an option button at the bottom of the save-as panel that you can control accuracy, amongst other things. This is fully functional professional-level software folks. Don't miss out! Here's the link to it: Siemens Digital Industries Software Online Store
